Regulations for housing

§ 1 The tenant is required to pay a security deposit to the account designated by the property before taking possession of the apartment. The security deposit ensures that the tenant fulfills their obligations under the rental agreement and housing regulations. The security deposit will be refunded without interest within one month of the termination of the rental agreement.

§ 2 When moving into the property, a change of address notification must be submitted immediately.

§ 3 The resident may not, even temporarily, transfer their room/flat to another person, under penalty of termination of the rental agreement.

§ 4 The resident is responsible for their guests. Causing disturbance to other residents of the property is strictly prohibited. Between 10:00 PM and 7:00 AM, particular care must be taken to avoid being noisy or otherwise disturbing neighbours.

§ 5 Property-owned furnishings may not be moved without the property manager’s permission. The tenant is responsible for ensuring that the flat’s furnishings are in place and in good condition during the move-out inspection.

§ 6 During the rental period, the resident must maintain the cleanliness and order of their room/flat. The resident must also take care of the order and cleanliness of the common areas they use (saunas, laundry rooms, hallways, storage rooms, yards, etc.).

§ 7 Alterations and repairs may not be carried out in the flat without prior permission from the property manager. In shared flats, items may not be attached to walls by any method that leaves visible marks, unless this has been agreed upon in advance with the property manager. Some flat types have hanging rails on the walls for mounting purposes. Installing external antennas, advertising signs, or posters requires permission from property management. The resident is required to report any items in their room/flat that need repair to the property maintenance person or property manager as soon as possible. If a defect/fault or repair work in the flat is caused by the resident, the resident is required to compensate the property for the damage caused.

§ 8 Items such as skis, bicycles, strollers, sleds, etc. must be kept in designated areas or racks. Stairwells must be kept clear of personal rugs, etc. to facilitate cleaning. When parking cars and other vehicles, the instructions given by the property representative must be followed, and parking is only permitted in designated parking spaces. Parking on lawns, at the ends of walkways, or in front of waste containers is strictly prohibited.

§ 9 Dusting rugs, linens, etc. is permitted on dusting stands and dusting balconies on weekdays and Saturdays. Dusting rugs on flat balconies and hallway balconies is prohibited. Clotheslines may not be attached to flat balconies in such a way that drying laundry is visible to the yard or street. Grilling on flat balconies is prohibited for fire safety reasons.

§ 10 Waste must be sorted according to the instructions provided by the property at the waste management point. Larger waste items such as Christmas trees, etc. must be cut into smaller pieces by the resident to fit into the waste container.

§ 11 The property representative has the right to conduct inspections and repairs in the flat. However, advance notice will be given whenever possible.

§ 12 Exterior doors are locked 24 hours a day. A resident who leaves an exterior door open is partially liable for any resulting damage. If a resident needs to have their room/flat door opened by maintenance, they are required to immediately pay the current door opening fee.

§ 13 Smoking is prohibited inside the flat and in the property’s common areas.

§ 14 Keeping a pet requires permission. Permission must be requested in writing from the property manager in advance. Keeping pets is prohibited in shared flats.

§ 15 Energy must be used sparingly and in accordance with the instructions given by property representatives. Excessive use of electricity and water creates upward pressure on rents.

§ 16 At the end of the rental period, the tenant is required to empty and clean the room/flat. The move-out inspection is conducted after the key has been returned, or if the resident wishes to be present during the move-out inspection (must be arranged separately with the maintenance person!), the key is handed over to the maintenance person during the inspection.

§ 17 Violation of the housing regulations or the resident proving to be unsuitable for living in the property will result in a warning, termination, or cancellation of the rental agreement.

In addition to the housing regulations mentioned above, the tenant is required to comply with the Act on Residential Leases, the City of Kotka’s regulations, and the provisions of the rental agreement, as well as any separate instructions and regulations issued by the landlord.

These regulations aim to maintain peace in the property and ensure living and study peace for everyone.

Everyone should note that in student housing,

  • residents live more densely than usual,
  • move more frequently than usual, and live under greater pressure due to their studies.

These housing regulations apply to the following student buildings: Koskisoppi, Arvosoppi, Citysoppi, Keisarinranta, Pooki and Kajuutta.
